Most Country Clubs have equipment for rent at very reasonable rates.
It would be wise, of course, to call the Pro Shop and find out if they do lease clubs.
Very thoughtful gesture, I’m sure your husband will enjoy “playing a round” with you. A round of golf, of course.

rented clubs are usually not very expensive although their not the best quality. usually bargain brand or clubs that clubhouses can,t fix due to testing.maybe commandeer his clubs and send them out before had so he,ll be able to enjoy his game with a decent set of clubs! you can send them by bus for cheap and they,ll arrive the same time as you, and you could even get them dropped at the airport.

If you really like playing golf, consider buy one set for yourself

i actually work at a golf course, and the rental sets we have are all clubs i’ve never heard of. We do have brand name golf sets in the back for a few extra bucks like cobra, nike, callaway, etc….

Most courses rent clubs. Their quality depends on the course. Some others here have said that courses rent cheap clubs. In some cases that’s true but in many cases it’s not true. I work at a golf course and just this week we took delivery of our rentals for the coming season. 40 sets of brand new TaylorMade Burners 4-SW/Driver/3 wood/putter and two hybrids in each set. They are however expensive to rent at $50 per round.
Anyway, if your hubby is an avid golfer he’ll probably enjoy the gesture but you might think about sneaking his golf shoes into your suitcase and maybe a golf glove as well. He won’t want to golf without proper shoes and they can also set him back over $100 and a glove can be around $20
PS we keep our rentals one season then sell them in the fall. Last year they sold for $1000 including bag.

Is there any way you could have is clubs shipped and have them there when you arrive? Maybe you could have a friend ship them after your leave so they arrrive where you are staying after you get to Phx. Imagine his surprise when he signs for his own clubs.Be sure to insure them.

Rental clubs are around $50 a set, usually.
I don’t know how serious your husband is about golf. Personally, I’m very serious and really wouldn’t want to play without my clubs. For me, a better surprise would be my wife telling me to pack my clubs because she’s arranged a round of golf for me. If we’re flying and I don’t have a travel cover or travel bag, then rather than spend $50 on rentals I’d rather she spend $100 on a good, hard sided, travel bag so I can bring my clubs and fully enjoy the round. It’s $50 more than renting, roughly, but then I’ll actually have something when the round is over.
