How can i shine my golf clubs after some scratches and dirt on them have been sitting there all winter?

Clean them off with soap and water for starters. From there, you’d need a buffing wheel attached to a motor (like a bench grinder) and the white block polish (can’t remember the technical name right now… but’s that’s what it is- a white block). Apply some block to the wheel while it’s running (a couple minutes of holding it there), let it sit for a few minutes (helps make it more abrasive), turn it back on, then go to town. Whenever possible, move the heads in a heel-to-toe manner, opposite the way the wheel’s turning.
It’s possible to do this with the heads still attached to the shafts, but it is easier with them off.

Try a soft cloth with a bit of WD-40
