Balls travelling from drivers can have a speed of somewhere between 100-150 miles depending on how well the hitter struck the ball. Yes, definitely it can kill someone. A caddy in my usual course lost one eye ball just from a shank from a driver, not even good hit.
To your question, yes you should take a mulligan, there usually are four people in a group, there are three more to kill.

you dam hookers, learn to slice the dam ball while your in prison, insert joke here, it wont be mulligan your taking i believe they call him bubba, no really, i believe you are intitled to replay the stroke – 19-3/1 Ball Accidentally Strikes Opponent Standing, ruling, There is no penalty and the player is entitled to replay the stroke — Rule 19-3. but thats just a rule, what you need is a dam good lawyer, blame it on carl the grounds keeper, and never speak of that day ever again, grip it and rip it
