Balls travelling from drivers can have a speed of somewhere between 100-150 miles depending on how well the hitter struck the ball. Yes, definitely it can kill someone. A caddy in my usual course lost one eye ball just from a shank from a driver, not even good hit.
To your question, yes you should take a mulligan, there usually are four people in a group, there are three more to kill.
